Solano County Footbridge Project
Located in Solano County, California, the Footbridge Project involved a comprehensive environmental assessment, regulatory permitting, and mitigation planning to support the construction of a pedestrian bridge and four culvert structures within a 0.79-acre site. FirstCarbon Solutions (FCS) conducted various technical studies, including a Biological Resources Assessment, jurisdictional delineation, and the development of a Mitigation and Monitoring Plan (MMP).
To address project-related impacts to the adjacent creek, FCS secured regulatory permits from the Regional Water Quality Control Board and the California Department of Fish and Wildlife (CDFW). The MMP outlined key restoration strategies such as the removal and control of invasive species (e.g., blackberry thickets along the west side of the slough/channel), planting of live willow stakes, and application of a native seed mix within the downstream restoration area.
The plan also detailed long-term restoration and maintenance methods, performance criteria, and monitoring and reporting requirements to ensure successful implementation and ecological sustainability.
In addition, FCS conducted pre-construction surveys for rare plants and Swainson’s hawk, as required by CDFW, and provided initial biological monitoring services. A Workers Environmental Awareness Program (WEAP) was also delivered to educate construction personnel on environmental compliance and resource protection.
