A major residential developer preparing a new project at 3150 Bear Street in the City of Costa Mesa needed to comply with CEQA requirements but faced challenges identifying and addressing potential environmental impacts—including traffic, noise, and air quality. Without a clear and defensible CEQA documentation, the project risked entitlement delays and complications during public review. The Challenge
The proposed project involved the demolition of an existing venue and redevelopment of the site with residential uses, introducing a range of environmental considerations associated with demolition activities, construction, and future operational conditions. Uncertainty around potential environmental impacts was slowing the approval process and placing pressure on the developer to maintain project timelines while navigating complex CEQA regulations. The client lacked in-house expertise to prepare the required documentation and was concerned about the potential for agency or public pushback if the analysis was not sufficiently robust. Given the project's location and scope, it was critical to ensure that all potential impacts associated with both demolition of the existing venue and construction of the new development were clearly evaluated and appropriately mitigated to avoid triggering a higher level of environmental review or increasing litigation risk.

FCS prepared a full Initial Study/Mitigated Negative Declaration (IS/MND), supported by detailed technical analyses, including Air Quality, Greenhouse Gas Emissions, Energy, Noise, Biological Resources, and Cultural Resources assessments. We coordinated closely with specialized subconsultants to ensure that all technical studies were accurate, consistent, and seamlessly integrated into the IS/MND.
