Residential Project 15168 CEQA Exemption Consistency Memorandum for Major Developer

The Challenge

A major developer faced a complex project approval process requiring compliance with CEQA Guidelines Section 15168, which governs programmatic environmental review. The client needed to confirm that their proposed project was consistent with a previously certified program EIR, but lacked the internal resources and expertise to prepare the necessary documentation.
