Project Cougar Warehouse Project Technical Studies

Pursuant to CEQA Guidelines to comply with mitigation requirements set forth in a Mitigated Negative Declaration prepared for Vesting Tentative Parcel Map No. 2012-06, FCS prepared technical studies for “Project Cougar” in Fresno, California.  The technical studies included an Air Quality and Greenhouse Gas Analysis, Indirect Source Review Analysis, Health Risk Assessment, Biological Resources Assessment, Cultural Resources Assessment, and Noise Impact Analysis technical reports.

The project consists of the construction and development of an 856,000-square-foot fulfillment center located at northwest corner of East Central Avenue and South Orange Avenue on approximately 72 acres. The air quality and greenhouse gas (GHG) analysis was prepared to evaluate whether the estimated criteria air pollutant and GHG emissions generated by the project would cause significant impacts to air resources in the project area. Because of the project’s size, anticipated operational activity, and location relative to existing sensitive receptors, FCS prepared a stand-alone Health Risk Assessment (HRA) to assess operation-generated health impacts to adjacent land uses.  The Indirect Source Review Analysis was prepared in compliance with Rule 9510 of the San Joaquin Valley Air Pollution Control District.
