LED Billboard Ordinance IS/MND for the City of Tustin

FCS is preparing an Initial Study/Mitigated Negative Declaration (IS/MND) to evaluate the City of Tustin’s proposed zoning amendments to their citywide Sign Regulations. The IS/MND includes a detailed analysis on key topics for billboard projects, such as aesthetics, air quality, biological resources, hazards and hazardous materials, noise, and transportation.

The proposed zoning amendment would permit freeway-adjacent digital billboards in Commercial Zoning Districts, upon approval of a Conditional Use Permit, and subject to reasonable restrictions. FCS prepared two visual simulations to demonstrate how a theoretical digital display billboard at 1021 Edinger Avenue would replace an existing static billboard sign by way of the ordinance. The two simulations - one from Highway 55 and one from a residential street - provided decision makers with a valuable tool to assess the viability and appropriateness of the proposed zoning amendment.
