Kaiser Dublin Medical Center
FCS prepared a project-level Environmental Impact Report (EIR) for the development of an approximately 1.2 million-square-foot medical center on 58 acres in eastern Dublin. The proposed project includes a 950,000-square-foot medical campus and a 250,000-square-foot commercial component. FCS’s early environmental work established a clear, defensible entitlement pathway, enabling the project to proceed as planned nearly a decade later.
The project is planned for construction over a 24-year buildout period and has advanced through multiple phases. Phase 1a, located in the central portion of the site, was completed in 2018-2019. Portions of the adjacent commercial Phase 1b were completed in 2023-2024, with additional development currently underway. The EIR evaluated maximum potential buildout to ensure all future development scenarios would remain compliant with CEQA. Key technical analyses included detailed noise and vibration studies, which informed construction placement strategies to minimize impacts to nearby sensitive receptors. The analysis also incorporated updated transportation modeling in compliance with CEQA amendments implemented under Senate Bill 743.
Working closely with the City and Kaiser, FCS identified necessary project details and coordinated with subconsultants to prepare visual simulations, a water supply assessment, and traffic analyses. During EIR preparation, FCS supported the City through two mid-process site plan revisions, efficiently updating technical analyses while maintaining regulatory compliance and cost effectiveness.
FCS completed the Final EIR, including responses to public and agency comments. The thoroughness of the analysis resulted in minimal public comment, with no speakers at either the Planning Commission or City Council hearings. The project was approved unanimously in September 2016, providing a strong foundation for the project’s long-term, phased development.
