Contra Costa County Mixed Use Project Environmental Assessment
FirstCarbon Solutions (FCS) conducted a series of environmental assessments and management planning for a city to support a mixed-use project in Contra Costa County, California. The project involved the redevelopment of a 14.66-acre site, including the construction of single-family homes, athletic fields, a replacement library, and improvements to the floodplain, which included new bio-retention basins to provide pretreatment of stormwater, new headwalls in a creek to improve conveyance and reduce potential for erosion.
FCS conducted a variety of technical reports to support the project’s Environmental Impact Report (EIR) and associated regulatory permits. FCS conducted a California Red-Legged Frog Habitat Assessment, Biological Resources Assessment, and a jurisdictional delineation. To support impacts to the creek, FCS obtained Clean Water Act Section 404 and 401 Permits, and a Lake and Streambed Alteration Agreement. FCS also developed a Habitat Mitigation Monitoring and Reporting Plan (HMMRP). The goal of the HMMRP was to restore and revegetate temporarily impacted areas to achieve no net loss of functions and values; restore and enhance areas of permanently impacted waters of the United States where the streambank stabilization and replacement outfalls are constructed; and enhance the creek riparian areas to replace non-native invasive plants with native plants. FCS also provided pre-construction surveys for bat roosts and nesting birds, ensuring compliance with the project's Environmental Impact Report (EIR) and regulatory permits.
