American Canyon Wine Storage and Distribution Center EIR

FCS prepared an Environmental Impact Report (EIR) and supporting technical studies for the proposed distribution center in American Canyon, California. The project consists of a 219,834-square-foot wine storage and distribution facility with 23 truck bays and 4,400 square feet of office space on a 10.45-acre site in Napa County. Designed with energy-efficient features, the facility utilizes intake louvers and fans to take advantage of cool night air for temperature regulation.

The site is bordered by North Slough and a eucalyptus grove to the west, a developing wine warehouse to the north, a paintball facility to the east, and an existing wine warehouse to the south. FCS supported the project through CEQA by preparing technical studies for Air Quality and GHG, Biological Resources, Cultural Resources, a Phase I ESA, Noise, and Transportation.

The Challenge

Due to the site's proximity to habitat areas and wetlands, the client needed a comprehensive evaluation of potential impacts to special-status species and biological resources. The environmental review also required a defensible assessment demonstrating that project development would not result in significant impacts to sensitive habitats, nesting birds, or jurisdictional wetlands.

The project also required detailed Vehicle Miles Traveled (VMT) analysis using current CEQA transportation metrics and thresholds. The location of the facility and its distance from residential areas resulted in significant transportation impacts that could not be fully mitigated, requiring careful documentation and analysis within the EIR. 

Our Solution

FCS prepared a project-level EIR and coordinated the full suite of environmental studies needed to evaluate the proposed distribution center. The team reviewed and incorporated previous CEQA documentation and biological assessments, conducted additional site-specific analyses, and performed supplemental surveys to address existing site conditions and regulatory requirements.

To address biological resource concerns, FCS documented existing habitat conditions and evaluated the potential impacts to special-status species, nesting birds, wetlands, and other sensitive resources. Additional field surveys and analysis were conducted as needed to provide a clear and defensible evaluation of biological conditions on the site.

For transportation, FCS completed the required VMT analysis and applied appropriate CEQA thresholds. The team worked closely with the client and reviewing agencies to ensure the transportation analysis accurately reflected project operations, utilized applicable VMT methodology, and complied with current CEQA requirements.

Results and Deliverables

FCS delivered a complete, defensible EIR backed by the supporting technical studies. As a part of the EIR completion, FCS worked with the lead agency to provide thorough response to public and agency comments on the Draft EIR, supporting and expanding upon, where necessary, the project analysis and resulting EIR conclusions. FCS also attended project scoping, comment and approval meetings, providing valuable input regarding the environmental analysis process.

Project results included:

• Certification of the EIR by the City of American Canyon
• Approval of the distribution project in November 2024
• Comprehensive documentation and analysis of biological resources, including special-status species, wetlands, and nesting bird considerations
• Transportation analysis through CEQA-compliant VMT requirements and impact assessment

Overall, FCS provided the technical analyses and CEQA documentation necessary to support informed decision-making, allowing the City to certify the environmental documentation and approve the proposed wine storage and distribution facility.
