Phil Ault, MS, LEED AP

Associate Director, Noise & Air Quality

As Associate Director of Noise & Air Quality, Phil is responsible for consulting services including climate sustainability strategy, noise and air quality studies, and environmental management systems and regulatory compliance with California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) requirements.

With more than 14 years of experience in Noise and Air Quality Environmental Impact Analysis, Phil has prepared project level technical noise analysis as well as programmatic noise and vibration impact analysis for programmatic level CEQA analyses, including general plans, general plan updates, and specific plans. Phil has managed more than 900 projects that included the coordination of technical teams across multiple disciplines, firms, and municipal staff. Since 2016, Phil has also managed CEQA and NEPA projects including addendums, exemptions, initial studies, environmental impact reports, and environmental assessments.

As part of his technical lead role, Phil trains FCS staff on conducting field noise measurements in compliance with FWHA, Caltrans, FTA, and Housing and Urban Development standards. Phil also provides peer review and expert testimony noise services. While leading the air quality team, he prepares proposals and guides the training and coordination of the technical staff, overseeing and managing a full range of air quality and greenhouse gas (GHG) emissions analysis, health risk assessment, and energy impact analysis for CEQA and NEPA.

Phil is an associate member of the Institute of Noise Control Engineering and the Association of Environmental Professionals. Phil holds a Bachelor of Science in Mathematics and a Master’s degree in Advanced Environmental and Energy Studies from the University of East London.
